The Millwright Regional Council Recognizes Contractors Who Are ‘Building Your Community.’
Toronto, Ont. – On April 11, 2024, Western Mechanical hosted UBC Millwright Local 2309 Toronto’s Business Representatives Joe Kowaliw and Kevin Macnamara for the presentation of the 2024 “Community Builder” Award to Western Mechanical and for a discussion on Tax Fraud and the underground economy.
The goal is to raise awareness about tax fraud in the construction industry and the consequences our communities and country endure when tax cheats break the law. We want to collaborate and level the playing field for honest contractors like Western Mechanical who employ many skilled Millwrights who keep industry moving every day.

The “Community Builder” recognition program launched in Canada is part of a broader annual industry campaign titled “Tax Fraud Days of Action”, where UBC Millwrights and UBC Carpenters throughout Canada and the United States are combatting tax fraud in the construction industry and calling on municipal, provincial, state and federal governments to partner with them and take steps to tackle this growing issue.
Construction industry tax fraud, labour trafficking and the underground economy hurt everyone and cost the Canadian economy billions. According to Statistics Canada, the gross domestic product (GDP) at market prices for underground economic activity in Canada was estimated to be $68.5 billion, or 2.7% of the total GDP, in 2021.
